Link Land Editing to the Avatars Allowed Access list

After reading yet another heartbreaking story of someone's carefully terraformed land being destroyed by some random moron passing by when the owner forgot to turn Land Edit off, an idea occurred to me.

How about linking the Avatars Allowed Access list to the Land Editing tools, such that any use of those tools would validate against that list. You wouldn't necessarily need to have land banning or access restriction turned on - just reference the list.

As the list already exists, I can foresee this being just a few lines of code to implement and it would save a lot of grief and heartache and put one type of griefer out of business.

If this can't be done for some reason, at least log land edits so the moron can be permanently banned.
