Feature: Land tools, allow "Home"

A radio button in the land tools set that allows any avatar to set the land as "Home" even if they are not part of the group.

Can be turned off for privacy and on for those who want to open their doors. Would also help give residents a better place to rez than the WA if they are not land owners.

Or at least be able to add people to an authorized user list who can set it to their home without having to create a new group.
