Scrolling apology for poor performance message

Upon seeing the following:  It ocurred to me that rather than have employees repeatedly type "apology for poor performance" messages, it might be more efficient to just add a scrolling message to the interface that endlessly scrolls the following message: We're experiencing a combination of problems on the grid which have resulted in poor performance and a number of regions being unavailable. We expect to partially solve these problems and add several new, more severe problems shortly. Thank you for your patience."

I support and/or endorse this feature. Preferably, it would be defined in the UI xml files so that we can modify the message to suit how we feel about SL on any particular day

A scrolling anything would be distracting. How changing the help menu text to "Oh no not again" when the grid is having problems.
