This would be a checkbox next to the "Online" checkbox in Find->Users. If you search with the box checked, and the Find: box blank, you get a list of everyone you've got notes on. Searching with the box checked and something typed into the Find: box will return only people with matching names, for whom you have entered notes.

Why not just a profile option List "my notes" with the persons name beside the notes? Then you could see ALL notes you have on people without having to open individual profiles.
