I dont know how feasable it is as SL seems to be entirely Online.
My request/suggestion would be to make an Offline Sandbox for a future release of Second Life, maybe even SL 2.0.
The idea is simple, a regular sim sized sandbox, maybe even one like island sandbox which is entirely offline so one can build when they do not have access to internet or just want to further practice their building skills.
All user, items from SL would have to be saved/downloaded to the persons personal computer so they can rez these items in offline mode. All built items in Offline mode can either be offline only items, or saved and then uploaded into users inventory when they connect to SL world. Obviously there would have to be limits. The complications of uploading/downloading items can cause issues.
I dont know how feasable this idea is, but i surely hope its possible, I honestly hope this idea can one day become reality as I am a non-stop builder and would love to build even when not in the SL world. In fact I would even pay a one-time fee to have such an option of offline sandbox mode.
I believe this would entice more people to start building

. I would be more then willing to help in the development of such a project, as I like to help people with their building in SL.
