I'm aware this may be more complicated behind the scenes than it would seem to the user, but there should be the ability to right click someone and select "Load First" or "Rez" or whatever, causing all other texture loading to pause, fully load the target avatar's textures, and then whatever rendering is left can resume.
It's so frustrating when someone changes clothes and five minutes later their shirt or tattoo or something is one tick from being fully rezzed.

One problem with textures on avatars specifically is that the texture gets "baked" and re-uploaded by their client, and that blurry texture you see may actually be all that's available.
This is a bug or design flaw I wish LL would do something about.

I think what's equally frustrating (maybe even more so) is the partial loading of your own clothes when you change. There's something funky in the way the game handles loading all these textures, and I think the simplest fix could be a user option to "jump start" texture loading that clears that character's cache and runs a fresh load of all their current hair/body/clothing textures and prims (halting anything else environment or otherwise that could be loading up).
This is certainly a shot in the dark for me, but it's the best I can think of outside of knowing more about the game engine itself.
