Voting should be on a for and against basis that way proposals with support but opposed by large numbers can be seen to be unpopular.
Large numbers of votes for a proposal does not mean that there are not more people who oppose it.

Not a bad idea, though I don't think it's necessary.
1. The primary reason is -- unlike real-life propositions -- just because a large number of people vote "yes" on a proposal, doesn't mean it gets accepted and implemented. It only gets "acknowledged" for consideration by LL.
2. Just because a larger number of people might vote "no" on a proposal, doesn't mean the proposal shouldn't still be acknowledged. Some proposals might be unpopular, but necessary.
If a feature makes it to the acknowledged state, then we do need a venue to state specific reasons to oppose it. Most (but not all) proposals have a forum thread where such opposition may be voiced (i.e., the "Discuss this proposal" link.)
So perhaps it would suffice to make "Forum URL" mandatory for all new feature requests.
