Allow a feature vote creator to IM voters.

In the feature voting I have three votes that have a handful of votes, and two of them are no longer meaningful because someone IMed me more info. I'd love to tell the other people who voted "this vote is an ex parrot" so they can take their votes and use them somewhere else. How about a "send IM to voters" option, for the vote creator only?
