Banned account Delete?

Are banned accounts deleted? Have a person claiming that his account got banned. Did a search for his name and it does not return a result in the "people" search. Though if I do a search under ALL the profile shows. The second mystery... I join one of the group the person is in and his name does not show in any of groups. Even thought the groups are listed under his name.

I always thought the account was always there and the person just could not log in.

Part of suspension and banning is indeed that the name is removed from the people search tab, but as you noticed, the profile remains if you get there another way.
