"Voting No" Vote Yes for Voting No! Prop 1242

Why can't we vote "no" just like we vote "yes" on the voting feature thingie? I was telling my son who is on the TG about the voting feature page and how they don't have a "no" function. "Why do they call it a 'vote' then?" he asked.
