He wants to extend Liverpool into the sea on artificial platforms, turn Barnsley into a Tuscan-style village and put a skyscraper in the Pennines with 5,000 residents. Has the world gone completely insane, or has SL-style "I feel like building my very own skyscraper" megalomania come into the real world?

Hey, no bad-mouthing skyscrapers. Don't worry too much, you can't dig a foot in england without hitting something heavy and historical. Sure to break any backhoe or digger.
