Thanks Elle for the resource.  What's amazing is that 14 of 20 actions listed currently happened in the WA's or the sandboxes. Over 2/3rds! Why are these very important areas of SL subject to so much grief? What can be done to make the situation better?

My guess is that more people routinely hang out in these areas verses other areas, so the reports are more likely to come from these areas. Another thing to consider is that the instances of good or acceptable behavior goes unrecorded, so there is no real scale of comparison.
But, I do agree you are more likely to encounter a problem in a Welcome region than in some far away, unpopulated sim. Griefing can be a problem, and it seems it has become more of a problem lately, but its not a cesspool of idiocy. There are still plenty of good people and fun to be had in Welcome areas.

Newcomb is still reasonably a good place to build. The lack of scripts may bother you, but I accept this tradeoff.

Yes, I agree with whats been said... You're bound to get more reports in highly populated places, because thats where there are people to abuse. If only there was a Good Deed Report option.  And what about all the prim abuse that goes unmentioned in hundreds of unnamed sims?!

People are less tolerant of disruptive idiots there, as it's supposed to be a pleasant area to chat and welcome new people. I have had far worse experiences outside that area but have just shrugged it off, but if happens there I'm very much inclined to report it.
So don't worry about being there, it's just more strictly policed than elsewhere.
