Kenyan members of parliament have unanimously passed a motion calling for convicted rapists to be castrated.
The motion opens the way for a new Sexual Offences Bill to be introduced.

Njoki Ndung'u, who moved the motion, said two women were raped every hour and said the police were too lax in prosecuting rapists.

"Kenya is becoming a nation of rapists where rapists go scot-free," she said. Some MPs said the motion would prevent Kenya becoming a haven for sex tourism.

The BBC's Gray Phombeah in the capital, Nairobi, says that rape is on the increase in Kenya and that last week, people were shocked to hear about a man who had made his handicapped daughter pregnant.

Ms Ndung'u, a women's rights lawyer, said that rape was being massively under-reported in Kenya.

She said police records show 2,308 rapes last year, while figures from pressure groups and health centres show almost 16,000.

She said many rapes were not reported because the offender was a relative or because of a reluctance to relive the experience in court.

Ms Ndung'u also called for anti-Aids drugs to be given to rape victims.

While Ms Ndung'u advocated chemical castration for those convicted of a second sexual offence, others called for physical castration or even stoning to death.

Health Minister Charity Ngilu quoted the Bible to back the call.

"The Bible says that if any part of the body causes you to sin, it should be removed," she said.

The Daily Nation newspaper reports the MPs agreed to speak for five minutes each, instead of the usual 10, so that more people would get the chance to contribute to the passionate debate.

If it wasn't that so many 'rapists' are innocent (I read somewhere its got the largest ratio of innocent-but-found-guilty to actually-guilty of all crimes, though that may have been in error. I do know the ratio is pretty bad), I'd be all for this.

I have no sympathy for true rapists at all.

Of course, then we have to get into the definition of "True rapist" I guess...

Castration will do nothing to a rapist. If they are inclined to rape they will still do so....with the advent of the testosterone patch men no longer need balls to produce....

Very true. Rape is less about sex than it is about power & cruelty. A completely emasculated rapist can figure out other ways to assault his victim that are equally evil.

In norman england a man caught in the act of rape (of a norman woman anyway) was by law put to the sword on the spot.

I remember when I read this then, it sounded like a good deterent

Norwegian Court Convicts First Woman for Rape

OSLO (Reuters) - A Norwegian court has sentenced a woman to nine months in jail for raping a man, the first such conviction in the Scandinavian country that prides itself for its egalitarianism.

The 31-year-old man fell asleep on a sofa at a party in January last year and told the court in the western city of Bergen he woke to find the 23-year-old woman was having oral sex with him.

Under Norwegian law, all sexual acts with someone who is "unconscious or for other reasons unable to oppose the act" are considered rape.

The court sentenced the woman Wednesday to nine months in jail and ordered her to pay 40,000 Norwegian crowns ($6,355) in compensation.

"This is a very harsh sentence," the woman's lawyer, Per Magne Kristiansen, told the Norwegian news agency NTB. The woman argued the man had been awake and consented.

The prosecutor had sought a 10-month sentence and argued the court should not be more lenient with a woman than a man. It was Norway's first conviction of a woman for rape.

Norway has long traditions of equality -- 40 percent of the cabinet of Prime Minister Kjell Magne Bondevik, for instance, are women.

But then again what better way to get out of hot water with your wife, than to sue the girl that gave you head.

Castration isn't punishment though. Rape is an act of violence usually towards women....now take the rapist and cut off his balls.....I think he might just be pissed off a lil more and go out and create even more violence towards women....Shoot him in the head after you rip his balls off with an egg beater and everyone gets what they want
