In the immortal words of Spiro T. Agnew:

I want to go on record as being one of the founders of "Nattering Nabobs of Negativism" and I encourage all of you who are mad as hell and don't want to take it any more to sign on as new members!

The only criteria is that you make your voice heard somewhere outside of your immediate social circle.

That you put yourself on the line and be vocal about your unhappiness.

That you really, REALLY put your money where your mouth is and help get those that you don't like out of office. Money walks and talks - and not much else in this world does. Yep it sucks, but to change it ya have to speak its language, at least.
