In my definition, a global attack would be something along the lines of forming a massive resident army to invade and arrest the residents of the sim, enslave them, and demand the lindens to surrender to a new world order!

Global Attacks Community Standards violations which broadly interfere with or disrupt the Second Life community, the Second Life servers or other systems related to Second Life cannot be tolerated in any form. Such actions will result in a minimum two-week suspension and a review of your account for probable removal from Second Life. Basically it means someone tried to bring down the grid, or a portion of it. _____________________
