Technically, both "what's happenin" and "whats happening" are incorrect. However, "what's happenin '" is spelled correctly. The apostrophe (') mark indicates missing letters or sounds from a word: "it's" rather than "it is", "y'all", rather than "you all", and so forth. "What's happenin'" is the way one would write the word "happening" as pronounced with a drawl or in an "easy-going" tone, for example. So it is spelled correctly. It's still poor enunciation though.
