It depends what he or she did. I've never been banned, so I don't know what the process is, but I would imagine that Linden would send the bannee an email to give at least a basic reason for their account being removed. Tell your friend (alt?) to check the emails at the address they used when they signed up for SL.

I think he is not banned, just disabled. Maybe there s a way to reabilitate the account.......

This can happen if you didnt pay the bills (among other things - so dont take this as definitive advice: speak with a linden if this doesnt work.), try changing over the credit card listed in the billing section, and see if that fixes it up.  -Adam

Thank you for your help guys, the credit card was ok, and his account was created with a gift certificate.......I'm clueless.... emailed to support....
