I've been refining my rating/voting system idea, and here's the current summary:

Click on an avatar, and you can rate them in three categories:
Personality
Organization
Appearance
"Orgnization" is to help reward both newbie mentors, and event organizers for their efforts. The other two are the same as they are now.

Click on an object, and you can rate the owner/creator in three categories:
Builder
Scripter
Ambiance
If you click an object that is owned by person A, but was built and set no-modify by person B (person A probably bought it), then ratings for Builder and Scripter go to person B, since B did the work. Ambiance ratings always go to the owner of the LAND the clicked object is on.

So it goes like this: Click an object, choose "Rate..." from the pie, choose a category from the next pie, then (and this is new) choose a value from -1 to 4. Next time you see something you like, you can increase the value, up to the maximum of 4. Over time the ratings return to zero at a rate of, say, 1 point a week. (Month?)
This way, when you come across a build you like, you can up your opinion of the builder by increasing the Builder rating. But if the builder wipes all their builds and doesn't create anything new for a while, his or her builder rating will fall back to zero. (Negative ratings fall UP to zero.)
And with the improvements to the map that the Lindens have mentioned, I can envision a layer on the map showing the density of positive object ratings on the map. If kept fresh (only the last week or two's clicks), it will highlight the current cool and interesting places.

here, but the only thing in there I'd want to keep that isn't mentioned or replaced here would be the bit about splitting the avatar Appearance rating with the creators of any no-modify prims or textures the avatar is wearing. (So the creator of a costume, for instance, gets the credit.
