I'm posting this here for discussion instead of merely suggesting it in the feature suggestions forum.
I have noticed an interesting thing about this game. Just about everyone has these great big ideas, which more often than not end up failing due to the economical and technological limitations this game imposes on our creativity.
Wouldnt it be interesting to have a special sim where you could build and terraform whatever you want for free - no rez or tax costs, sort of like the offline tools everyone wants, and have it rented out to a single group working on a common project for a week or so?
I know a lot of cool RL stuff that would fit in a single sim and I would like to do it in SL, with RL sizes (big), and have them be beautifully detailed as well. But I just want to see it built, and have fun building it.
A lot of people have these cool build ideas, but after they are done, there isnt much of a purpose to them anymore and eventually not even the owners go there anymore. Then they start complaining about taxes.
Burning Life, Halloween, or Christmas are a good idea but why force people to build a specific theme? Let them build what they want and let the time of the year influence them or not.

I would be worried this would lead to the people with the money renting the sim in perpetuity, effectively buying a tax free sim for themselves and their group. If you limited it to one week maximum rental and disallow consecutive rentals by the same person and any other member of a group the two share, then I think it would be an interesting idea.
