Math has never been the strongest quality of Linden Labs, and their taxman has had to face the concequences of that. Once again, there's some really twisted calculations going on...
De Haro, sim's prim limit: 15,000 (as advertised)
Total resident owned and publicly available land: 5,872 m2
Total prim limit available to residents: 1,310 prims.
Say Linden has 1,900 prims in De Haro for trees, chat ring, camp fires, hay maze, archery, rusty sales booths, etc. That would leave 13,100 for residents.
Question 1: Why do De Haro residents only get 10% of the available prims?
Question 2: Who gets the remaining 90% of the available prims in De Haro?
Question 3: Shouldn't the De Haro plots support 10 times as many prims? (430 prims for a 16x12 instead of a mere 43, 320 prims for a 12x12 instead of 32)
Question 4: Doesn't that mean that instead of a 50% increase of object usage limit, the available amount of objects in De Haro has be decreased by 80%?

As far as I know, they are slowly but surely handling this by hand for everyone.
So perhaps they will get around to it and you'll find that the remaining thousands of prims are actually divided up by the residents liveing there?

I believe it was either Jeff or Haney Linden said that DeHaro and Green are intended for new Residents ONLY, and the objects are kept to an artificially low level so that these two sims remain available to residents with fewer resources. Since residents are limited to the cabins and tents there really shouldn't be an issue. Yes, there is an issue, read the many forums posts about it. 32 prims is less than a tent, 43 prims is a cabin with not enough prims to spare to close the cabin. If Haney or Jeff said this, it's in contradiction to what Philip said. I finally like to get some answers from Linden.

Here's what Haney had to say about the suburban and campgrounds sims. From: someone However, on Boardman, Brown, De Haro, and Green, we've decided that they will have the basic limit per square meters because these regions were designed as primarily temporarly homes for new residents and if we raised the prims per meter then we'd expect vets to fill them up. Surely someone can create a cabin with less than 40 prims!?! I have a 4 room abode with a circular foyer and skylights, and only 17 prims. No doors yet, but that will only add another 7, including a double-door front entrance (in truth, doors are unnecessary since privacy, theft prevention and climate control are unnecessary; and an inconvenience since I have to activate the script to open & close them - I might just stick to the front door for appearance sake. ) I'll grant that my SL home isn't a work of art, and I haven't gotten around to texturing the outside appropriately, but IMHO it is better than the newbie cabin. Maybe the Lindens should sponsor a contest to see who can build the nicest newbie things with the fewest prims. It's all about the alpha channels (thanks jemma  )

If you read the signs that are posted in all the mentioned posts here you it clearly tells you to use the cabins, tents and pre-fab homes that LL has furnished. Hello these take all or more of the prims that are allowed by the plots. Buck naked and empty. And whether it is a so- called newbie area or not we as the residents of that area deserve at least the full use of the proms that are allotted to that Sim. Under the current conditions we are not given that. Unlike other areas that people could buy small parcels of land that is concidered not really useable these " special" areas are 1 plot per person. If LL is really interested in keeping us newbies around for the longer haul they better think carefully about fixing this. I am the causual player they seemed to be courting. I will never be the hard core serious builder. As it stands right now I have 1 foot out the door. I am well aware they don't care about me or my little account but I know I am speaking for others that feel exactly the same way. I spent hours today looking at other areas and all I got was more and more depressed. The phrase " hang in there things will change " just doesn't cut it for me. They have given me no reason to trust them. But many reasons not to.

We have a plan to fix the prim limit problem in DeHaro, Boardman and Brown and we hope to implement it well before the January 12 date by which you would need to make adjustments.

Ok Haney I'm taking you at your word and will wait it out. How about taking it 1 step farther and redesign your pre-fab houses. They are prim suckers and well... butt ugly to boot =)

Don't have linden redesign them. Look at any linden made structure - they are almost all exptremely prim heavy. Lindens have never had to restrict themselves by taxes or prim costs etc.
Linden should have a contest, take submissions for new prefabs. Then pick the best 1 to 3 (resident vote or linden decision) or something and turn them into pre-fabs.

Looks like the Boardman and Brown will be the first opportunity new players will have to learn how to "game" the new system. There is lots of free space around each parcel, so you just slip the coordinates of your linked house onto the surrounding land, and *voila* you've freed up your own prim count again.
