I setup a time trials in Fortuna (new vehicle sim). Works best with a hover/flight type vehicle as some pylons are a bit off the ground.
The Start/Finish is right next to the build area.
Click the start/finish gate/red box to start, drive the route. See if you can climb the Top Ten ladder! You must get within 4 meters of the pylons to score, that's pretty close, making a few of the pylons fairly challenging.
Unless there's complaints, I'll leave it up until the server runs it's clean up routine and deletes it.

Could be a couple things.
1. You didn't *start*. You have to click the gate/red box to "stage", then you have 15 seconds to drive through the gate to actually start (it'll say "...GO GO GO!").
2. The pylon sensor range is 4.0 (meters). You really have to be right in the pylon to score. Each pylon, when triggered, will play a sound and say "<name>, GO GO GO!".
3. Seems to be a bug that's pretty allusive. Ananda tried to run it the other day, and the shout-relay I use to get the racer's key didn't work. But it always worked for me (and for others). Just never for Ananda. She even tried logging out/in. The start gate got her key correctly, but for some reason the pylons didn't catch the shout, which only contains the key (as a string)... oddness.
Anyway, easy way to test it to see if it's bugged for ya, start a race, fly through gate, and fly up to first pylon. If the first pylon doesn't say "<name>, GO GO GO!" (and play a sound) it's fubared.
