Do they get an email of some sort saying:
"Dear John Everyteen,
We have opened a new grid just for you! We are quite sorry for kicking you out of the main grid, but now there are no mature sims, and we will have even more policing than on the main grid. Your account has been reactivated, but you will log in on the new grid.
Philip Linden"
Or do they have to create a whole new account? Cause, then you might have a letter to this effect:
"Dear John Everyteen,
The teen grid is open, but we have not reactivated your last account. We dumped everything, and havn't refunded your money. Please make a new account to play on the teen grid!
Philip Linden"
Just a question that's been on my mind for a bit now...

The lindens have stated that kicked teens will not be given amnesty for the new grid.

I've heard they were reconsidering letting in banned teens back into the teen grid. I don't imagine they will be sending mass emails advertising the teen grid to teens, but what I understand is that they will not be kicking out teens who played in the main grid and were banned.
I'm mostly getting my information from a teen who lately "came out" to the Lindens in hopes of still being able to have access to the teen grid. From what he tells me, LL employees all feel very differently about the issue and I don't think they've agreed as a whole how to handle the issue.
