Do land tiering fees run concurrent with your billing cycle?
For example, I'm billed on the 28th of each month. If I buy land today, (the 24th), will I have to pay the extra tier for 4 days (the 24th - 28th) and then again for Dec 28 - Jan 28th?
Or will my account be billed for membership on the 28th and my land tiering fees be billed on the 24th from now on?
Thanks for your help!

Land tier fees go in effect the minute you tear up...
So if im billed on the 28th and I tier up on the 27th I will pay pay the next higher tier for one day and then will be billed again at same rate on the 28th.

Yes, you have to pay the complete tier even though you might only buy the land the day before cutoff. So it behooves one to budget their purchases.
