This sim is on a class 5 server and is full 15,000 prim sim. Once bought and rented you are free to do anything you like with this sim, within the Linden Labs Terms of Service.
To rent the sim first buy the land (10,000 Linden buy-in) and then pay the rent box the first month's rent 100,000 Lindens. You do not need a premium account and no money is paid to the Lindens. (buy-in waved if you rent before the 15th)
