The sale process will be handled through the Linden Lab support system (ticket) and the payment has to come in US$ or L$. In the process of the transfer of ownership you can chose a new location and a new name for the region.
This is a full transfer. After the transfer you will have full Estate ownership rights. Transfer costs will be covered by the seller.
Price is negotiable but the deal won't go through for significantly less than market value
