To rent the land simply purchase the plot for L$1975, this pays rent for the first week. Then if you want to extend your rental you can pay a rental box.
You do not need to be a premium member to rent land this in this fashion. You will be able to deed the land to your own group to save a group slot. As this is a rental only agreement you cannot resell the land.
