SAMOA is a classic region that gets consistent traffic from several surrounding info hubs. Land never comes up for sale much in Ross or Samoa. A private German hub is in Samoa as well as the Linden Ross info hub next door. The store Dilemma has been there for years and has always been a favorite draw.
I owned most of the region and started to sell it off so more permanent stores could be established and it seems to be doing quite better. I know my store sales have picked up as a result of the influx of more permanent shops. Its a classic roadside sim.
Most of the land has been sold off but there are still a few remaining parcels. These are approx priced at 16.5 / m2. Some other owners have parcels for way more ( reselling on spec) and some less.
Please point your map to Samoa and have a look. Best to look at the actual land because some parcels may not be updated or correct on the map.
