Hey, I am attending Uni of southern alabama, and since I moved in the dorm, my network performance (only in SL) went to hell, My connection download speed is over 5000kbs, but If i even have my network set at 500kbs, I get alot of lag and packet loss, the only way i can keep packet loss at 0.0 is setting netowrk to 160kbs, which means Slow rezzing 24/7 for me.

It's entirely possible that your University network does throttle some types of programs or connections that they deem as bandwidth hogs. SL can certainly be seen as such a program/connection. I'd talk to the network administrator to find out.
