An Uber CPU might help.
Well, actually, knowing what your system specs are will DEFINITELY help. And downloading the latest drivers for your GFX card, motherboard, and other such things will help some. But in general? No, not really. SL is an insanely intensive program.

And the lindens have neglected to make a manual explaining what all the settings are in game.
This is a common question..
The lindens avoid it.

As Moleculor said, a lot depends on your system specs.
But you can also try going to the Edit Preferences dialog and changing some of the settings there, particularly on the Display and Options tabs. By adjusting some of those settings, you can increase your FPS at the expense of some visual detail.
