Sinatra, this exact same thing happened to me for a very, very long time. 1.3.0-1.3.6. It still happens occasionally. At this point I have to keep 2-5 prims unused, and even then it still happens sometimes.
Sometimes it takes a month, sometimes a day.
I'm not sure what causes it. Thing is, after much investigation, the Lindens aren't sure either.

I have the same object, even when there is 500 free objects on my group land. The funniest thing is , it's ALWAYS the same object. Its only that one object , and about every few weeks it happens. It was never the last object put out ( Im changing things around) so I have no idea why it gets returned. I talked to a linden who next time it happens wants to be notified right then and there, hopefully its fixed. Your problem sounds worse then mine as mine isnt very often and always the same thing. But anyhow, make sure you are bug reporting and maybe just get a linden as soon as it happens?

Here is a bug and a workaround that I found (the hard way, with half a build, in swiss cheese fashion, being returned to me).
There is a bug where group owned land will sometimes think that you are over your prim allotment, when you aren't really.
The solution is to subdivide a small bit of the land, 16 m^2 will do. Then rejoin that small bit of land to the main plot. That will *force* the server to re-evaluate the correct prim allotment.
I submitted a bug report about this back in 1.3, but apparantly it hasn't been fixed. If this is the particular bug you are talking about.
