Is there a way to store the downloaded textures and/or models on to your hard drive? This would take a way a lot of lag and use a lot less bandwidth so if its not already in the game, I think it should be added.

It most definately is doing this, it's called the Cache. As you move around the world, it downloads info and stores it for later use.. It'll save up to 1 gig at a time.

Doesnt this clear when you quit, then re-enter the game or when you ALT+TAB?

No Scout, it only gets cleared if you manually delete the files in the cache folder or reinstall the program.
