A handshake is always done between two devices before they connect with each other, e.g. a modem that has dialed a number and tries to connect with an ISP does a handshake before they establish the real connection. Those two devices are "talking" with each other and exchanging data and infos, like Who are you, I am ... , How fast are you or I can give 56kbit/s....and so on. Nearly the same is here. Your system tries to connect to a sim, which you can consider to as another device (Simplified, just for better understanding). If you try to connect to it both sides are exchanging data ..if somewhere in this process the handshake fails, may it by wrong infos or by missing infos or whatever, then this desired connection can't be established and the application suggests to try to connect somewhere else to. Does that make any sense ?
