Maybe they are member of a group and a group liability has been charged to them?

When this happens to me it's always group liability. Really.

@Jake: Group liability is an amount that is charged to group members because the group has spent money, most of the time for listing the group land in "search places" in SL.
The group owners should really take care of those costs in my opinion, but they don't always do that.
Look up your transaction history in the SL website and find out what you have been charged for. Then go find the group owners and ask them to change the settings. Don't be harsh on them, many group owners don't even know about this.

Success!
