This may be the expected behavior, I'm not sure. What happens is that if the start bar (insert proper name for the main bar with the windows start button on it) is set to 'Always on Top' mode, the viewer lets mouse events pass through it to the start bar below. This is in full screen mode.

I'm fine here with XP... I have NO idea what would cause that... maybe try a service pack!
