I've noticed that once in a while, when I'm manipulating objects, that a cylinder will end up acting like it's cut in half.... it's hard to describe exactly, but the cylinder is shorter than it should be. It's almost like when you use dimple to cut a sphere, how the sizing gizomos are still at the outside of the sphere's original size... but with the cylinder.
If I recall, the cut was across the axis that would be "up" if the sphere was sitting on the ground like a cup or soda can would be. So instead of a tall glass, I get a coffee cup

Weird things can happen if you change the "building block type" of a prim. Not all of them are evil though, you can make some prims you otherwise couldn't make with that. If you don't want that to happen, the advice is not to change prim types and use a new one instead.

Fook that, wierd things happen all the time in this game... you fart, you blow roses, you sneeze, you get a pocket of gold. Once again I pray to my patron saint.... Oh Jebus Linden, forgive me trespasses, for I have primmed....

this is an example of prim torture. All prim shapes support: Cut, Hollow, Hollow Shape, Twist, Top Size Top Shear* Advanced Cut / Dimple
some shapes don't have a direct way of editing these attributes. So you can set the attribute in a shape that does support it then change the prims type to what you want.
What you have experienced (or what it sounds like to me) is Advanced Cut being applied to a cylinder.
*this attribute currently had little effect on tubes.
