Why does altitude affect rezzing so much?

I have a skyscraper, 13 stories. Rezzing anything above floor 8 is a nightmare.

If I rezz an object with several linked prims, half of them NEVER rez.

If I drop down a few stories, the item rez's instantly and completely.

So...

Why the hell does altitude affect rezzing so much?

There's a height limit for prims, above which you can't rez or move prims unless you're sitting on them. I believe it's 768m.

If your 8th floor around this height, that would explain why part of it won't rez.

My entire skycraper doesn't top 300m, yet the higher up in it I go, the longer it takes things to rez, if they ever rez at all.

Hmm. Maybe this is related to the "altitude bug" that was mentioned recently (can't remember where). It's only partly fixed, I think. Someone help me out here. My memory has gone blank.
