Does LL ever read these forums? Do they ever reply?
No, LL does not read these forums, and no they do not (normally) reply to anything here. I'm not sure what gave you the impression that they would. Five years ago, they used to participate in here, but they've got other means of communication now.
If you want LL to hear you, use an avenue that goes to them. For example, you could file a support ticket, or you could call them. This forum is just for us.

this is really annoying, I have places I need to be on SL at the moment and because of this I cant get to any of them. I know its not me...its definitely SL.
You'd have to provide us with a lot more information in order for any of us to agree "it's definitely SL." It MIGHT be, but there's an equal chance it might not be. The problem could be on your end, on SL's end, or anywhere in between.
If the problem is within SL itself, it could be the specific sim you're in, or it could be a system-wide issue. Press ctrl-shift-1 to bring up the statistics bar. Experiencing any packet loss? How's your ping sim? How about the sim FPS? Physics FPS?
If the problem is within the sim, it might not be the sim's fault. Someone could have written a bad script, abused the physics engine, or done any number of other things that could be affecting sim performance.
Have you tried logging in to a different location?
It might also be that you're wearing a bad attachment, as Felis suggested. Try removing everything, and see if the situation improves.
If the problem is in between you and SL, you could try running a traceroute to the sim server, to see where the bottleneck is. If it's one of your ISP's hubs, you could call them and ask what's going on. If it's someone further removed, like Level 3, you won't be able to do anything about it, but at least you'll know.
Also, I notice you said you restarted your modem and router, but you didn't say you rebooted your computer. That's usually the first thing to try whenever ANYTHING goes wrong. You also didn't say you'd tried bypassing your router. If you plug into your modem directly, and the problem goes away, then you know there's something wrong with your router. If it persists, then you can be reasonably certain the router is fine.
What are your system specs? Perhaps you inadvertently enabled a graphics option that your hardware can't handle.
I could go on all day listing possibilities. Please be open to doing more exhaustive testing before saying the problem is "definitely" anything.
