vid card issue with bump and shiny

I am having a little video issue. I have a PNY GeForce 4200ti 8xAGP vid card. I swear I used to be able to turn on bump and shininess, I remember seeing some airplanes with shininess turned on and they looked great. At the moment however, they are greyed out in my SL preferences menu. Any one have any idea as to why? I do have the very latest drivers installed for the card. It may be that I had the shininess on when I had my first card of this type, it was the same model except it was 2x/4x AGP. It failed on me so I sent it in on a lifetime warranty and PNY sent me back the same card only it was 8x AGP. It just doesn't make sense that a later version of the card wouldn't support it. Any help is greatly appreciated.
