I have reinstalled many times, please help me figure out this problem.
I have a high end computer and i've had SL work fine for me in the past, but ever since i came back from a long break, nobody has been spawning, alls i see is belts and boots and prim hair and stuff like that.
no matter how long i stay logged in, nobody's skin character actually loads.

Tell us your system specs.
Try setting every setting in your video drivers to "let application decide".

Same, using Nicholaz and RC, 1/4th ... 1/3rd of avies are invisible 'cept for hair and shoes, 'till I pan and cam around.

First off -- if you're having odd rendering issues: turn down draw distance.
Second -- Have you tried logging into a different sim?
Third:
Uninstalling doesn't clear cache. Occasionally cache has to be deleted manually if it gets "scrambled."
In Windows, the SL cache defaults to:
C:\Documents and Settings\{user}\Application Data\SecondLife\cache
Where {user} is your windows login name.

I've seen this, too. You only see prim attachments until you zoom in, and then the avatar appears.

Seems like I've seen a bunch of reports of this in the forums and inworld lately.
"Invisible avatars, only attachments show" used to be a common problem. The old band-aid for that was to change active group, which forced an update and would make the missing avatars appear.
Something tells me that the rendering system has changed enough that this is a new and distinct problem, though.
I'd try increasing avatar detail, in addition to trying different setting in your video driver software, and different video drivers. Hmm, maybe fiddle with the VBO setting and the avatar imposter setting.
Also you might look in the issue tracker for the keywords invisible attachments and similar search terms.
