I signed up for Premium Quartery and i was under impression we recieve 1000 for registering and 500 week, i dun know if i recieve 500 at beginning but i am positive i should have at least 1000 when i created the account but for some odd reason i only got 250 , can someone get back to me?

I was confused by this when I first joined. You don't get the 1000 until the trial ends and you start paying. If you really like the game, you can upgrade from the trial to the full version early and get your cash (this is what I did). However, you will receive 500 on your stipend day.
