I asked about this a long time ago here
/invalid_link.html and never got an answer. llPointAt doesn't do anything. Was this function implemented at one time then taken away? Will we ever get this function? _____________________

I tried a bunch of stuff to get it working, probably same as you: Attached/not attached, with/without anim permission, using local/not local positions _____________________
