It's been pretty good for the last months, but overall, I'd say yes, some kind of failure or abysmal performance has been pretty common for SL over the past 5 years. Not continuous, but frequent.
Addicts can try to get their fix in the beta grid, assuming they are old enough users to be in the beta grid's name database.
