I looked around and ended up here, I restarted the app 3x and did a full system restart with no results. any ideas?

May sound strange, but you might try the following:

Clear Cache and relog.
Reboot your router.
Check your packet loss, and signal strength if you are on a wireless router.
Dont run other programmes on your system at the sametime you run sl.
If you are running XP/Vista, check the firewall settings (icon in control panel), open the Exceptions tab, unckeck everything there, except SecondLife and SLVoice.
