Can anyone tell me why I can't download SL again . after installing the version SP3 of Windows ?

What browser are you using?
Have you tried downloading things from other sites?

works for me with FF 2.2 and 3.0.1 as well as IE 6 and 7
with SP3 (but there have been other odd issues.
is it starting at all?

SP3 contains many refinements to networking and internet portions of the system. You may need to reboot your modem/router to refresh the DCHP tables. Unplug your modem/router from the electrical socket for 30 seconds and plug it back in. Cold Reboot (turn off completely for 30 seconds) your PC and see if that helps.
Assuming you are posting here on the forums using this very same system, you maybe experiencing the Phishing filters slowing down the process, while it updates its tables.
Side Note: Turning off your firewall and virus checkers is not a good idea. Setup correctly, they will allow you to use all that you need, whilst offering protection against exploits that can in effect, cause the very issues you are experiencing.
Open the Firewall Icon in the Control Panel, then go to the exceptions tab, uncheck EVERYTHING except SecondLife.exe and SLVoice. You can leave the Network Discovery/Diagnostic and File/Printer Sharing checked, if you have a home network. If you see an entry called Bonjour, that is an exploit (not a clever one), that steals your connection and greatly reduces your bandwidth.
If you have both IE and Firefox on your system, there is an exploit that alows 8 bit compilers to use whichever browser cache you are not using, to run its exploits. Either, remove one of those browers (IE not being easy and never truely goes away), and or, reduce one of the cache to 0 in the browser you are not using.

Bonjour, also known as zero-configuration networking, enables automatic discovery of computers, devices, and services on IP networks. Bonjour uses industry standard IP protocols to allow devices to automatically discover each other without the need to enter IP addresses or configure DNS servers. Apple : its for I tunes.. but not needed if you block it and your sharing files on a network it wont find them.

Did you also know that some exploits turn on this function and use it for its own devices? In much the same way they 'fool' your virus checker and firewall, in some cases, some are so 'smart' they can actually turn those off? PnP is a smarter way to go, and if you already have established a network and.. have network file/printer sharing turnned on, you do not need this stupidly named service.

I know, I don't let it run. but it is not a true exploit. in fact if users would be a little more aware of what they are clicking yes on and run good (not crap) protection, while they are on line, maleware wouldn't get in to use it.
but it needs to be clarified that there is a use for it, and although most wont need it at all some may use it, and some should not just stop things from running.
there's far worse than that out there that get run all the time. I know I spend my days and nights cleaning and resetting peoples PCs due to some of the stuff they just welcome in running zero protection and not having a clue.
