They're not exactly fast, even a blurred image *might* be ok... I honestly don't know.
Do you have a photo-printer shop near you who'll scan your ID to a floppy disk or a CD?

Trying to do that with a digital camera is not the best approach. The easiest way to get a good image of this is going to be to use a scanner. If you don't have one, think about driving to the local Kinko's type place. They probably will charge under a dollar.
If you really insist on using your camera for this, set the I.D. card down on some surface and take the pic from a little bit farther away. Maybe try doing it in a well lit room and turning off the flash on the camera.
As an example, the white box in this pic is almost exactly the size of a Drivers' License and was taken from about three feet directly above it. Not as good as a scanner would do, but legible.
