1) Are the two accounts logging into the same sim or different sims? Sometimes a sim problem can cause TP to fail.
2) Are you wearing any scripted attachments? Try removing everything, then put on only non-scripted clothing and hair. (Note that a lot of new prim clothing and hair is FULL of scripts in every prim.)
3) Is the inventory really large on the account that can't TP? I have not experienced it myself, but I have heard that this can make a difference.
