PC problem

I dont know exactly where ot put this, im very nervous about this right now, Ive been searching everywhere for help, and cant find anyhting ill opy and past my problem below, My pc is a dell dimensions 4700

Alright, there was something on my pc that wouldnt download, and me being an idiot listened to this website, it told me to delete these two folders in my registry editor (when you put regedit into the command prompt) one was named ''licences'' and the other was something like ''cmsdl'' or something like that, I dont remember the exact name of the second one, now when trying to start my pc up it gets to the blue windows xp screen and wont go any further, anyone have any sugestions?

course id probally just reinstall fresh (after getting your files off to a safe place)

Since it seems you cannot boot Windows to try to find the problem and fix it, try inserting your recovery or installation disk in your DVD/CD drive and boot from there. See if Windows can be repaired............that works sometimes but don't be disappointed if doesn't. Otherwise you will probably have to format and do a clean install. Pain in the butt, I know.

if you can get in safe-mode ?

*press F5 or was it F8? right after your bios-screen in the 1st moment when windows starts to load
