My computer's video card and processor are perfectly capable of getting around 20 fps in Second Life (SL) but nevertheless the program does not reach this level of fluidity unless I run the game in full-screen mode (which bizarrely doesn't behave as if it's set to a resolution higher than 800x600 even when I set the resolution in the Properties menu) and if there are no other players nearby. When even one single other player is nearby, Second Life can grind down to 6 fps at best. This would seem to imply the latency issues are related to a person-to-person connection, yet even when ports are forwarded this lag continues.
OS: Windows XP Processor: AMD Athlon(tm) 64 processor 3500+ 2.19 GHz, 2.00 GB of RAM. Video Card: ATI Radeon HD 3400 Series

It's your graphics card and ATI's broken OpenGL implementation. Disable VBO in graphic settings and try to downgrade your driver to Catalyst 7.11.

Try using one of Boy Lane's viewers (Rainbow Viewer or Cool Viewer). In my experience, they're significantly faster than other viewers on PCs with ATI graphics adapters. http://my.opera.com/boylaneYou could also try to video driver Boy suggested. Another thing you can do is under the Advanced menu in SL (next to the Help menu, CTRL-ALT-D brings it up if you don't see it) go to the Rendering section and check "Run Multuple Threads". It should help a little, even on an older single core CPU.

What is your screen resolution set at? Can you provide a screenshot showing the details of your graphics settings, or list them all? What version video driver are you using?
