This is indirectly related to the forums, so it kinda belongs here (Still the best forum I've found for tech help, honestly)
Anywho.
I've got this issue with this computer where scrolling causes it to look like the screen is refreshing from top to bottom. As in nothing changes until the 'wave' rolls over it, then suddenly it's a different section of the page. The proper graphics drivers are installed, and I've had this problem with both XP Home 64-bit and 32 bit XP Pro.
Everthing else looks fine, I've tested flash videos, Youtube/Veoh/Google Videos, a DVD, and all of them looked smooth and normal.
But the odd 'refresh' still persists. And it's not my mouse, it behaves this way with mouse scroll wheel, click & drag scroll bar, and up/down arrow keys.

Windows XP Pro
Any idea what's going on? O.o it makes it hard to scroll with any sort of accuracy.
ETA: Very noticable in Internet Explorer, still trying to determine if it's happening with other applications (Wordpad is what I'm testing now..damn white backgrounds)
ETA2: Yes, it happens in even wordpad, notepad, and so on so forth.
