Modifiable attachements on avatars are not allowing for edit adjustments although set to modifiable.

As of 1.4; I have had 5 customers IM me that they are unable to adjust the jewelry they purchase from me even though it is set to modifiable. These are pieces that are high selling, and this is how I know that this is an intermitent bug as all of my pieces must be adjusted to each persons shape.
